The USAID GHSC-PSM project is the primary mechanism through which the USAID procures and delivers critical public health commodities, and provides technical assistance to improve Ghana’s public health commodity supply chain system. To achieve this mandate, the project collaborates effectively with key in-country and international stakeholders to support key global health initiatives.
GHSC-PSM Ghana Country Program is recruiting a Monitoring and Evaluation (M&E) Consultant to assist with the implementation of the Monitoring, Evaluation and Learning (MEL) plan, including designing and populating the MEL system. The candidate will work with the GHSC-PSM technical team to manage data collection tools, storage, and analysis.
Principal Duties and Responsibilities:
The Monitoring and Evaluation (M&E) Consultant will be responsible for analyzing, storing, and processing all reporting data, applying problem-solving skills to project challenges and recognizing opportunities for process improvement. The M&E Consultant is responsible for assisting in the monitoring and reporting of the GHSC-PSM’s performance indicators and results, developing methods and milestones to monitor GHSC-PSM’s progress towards project goals. He/ She shall help develop the project’s strategy to ensure that project activities and assignments are carried out as planned and the project objectives are being achieved. His/her main duties include but not limited to the following tasks:
• Assist the GHSC-PSM M&E Advisor in the implementation of the Performance Monitoring Plan (PMP), as required, including the organization, planning, and documentation of the project’s performance data collection
• Contribute to the annual work planning process by working with the GHSC-PSM M&E Specialist to ensure project work plan is aligned with the PMP
• Assist in the design and development of M&E data collection tools
• Develop and ensure application of effective monitoring, tracking, and reporting systems, tools and templates to enable and enhance regular monitoring of outputs and program quality across the regions and generate quality evidence at various program levels
• Provide technical support to the project’s design, strategic development, and overall annual planning and reporting processes.
• Work with project leadership to identify M&E training and capacity building requirements, and to develop capacity building plans and coordination mechanisms for training delivery
• Where necessary, provide trainings for the regional teams and technical staff on GHSC-PSM’s M&E systems, including essential procedures for design and M&E, project’s annual planning and reporting in compliance with GHSC-PSM’s Quality Framework.
• Develop a thorough understanding of GHSC-PSM’ data collection abilities and data processing
• Advise and prepare reports including formatting, layout, and design.
• Efficiently track, analyze, report, and update GHSC-PSM Ghana’s objectives, activities, indicators, and results
• Help research, design, coordinate, and develop communication materials such as video, web, print, and others

Qualification Required & Experience
• A minimum of Bachelor’s Degree in Basic Sciences, Social Science, Statistics, Health Informatics etc. with professional training and working experience in Monitoring and Evaluation.
• At least 4 years demonstrated progressive experience in program monitoring and evaluation, project planning and management
• Analytical skills required; experience with a statistical package such as SPSS, STATA, preferred.
• Demonstrated skills and experience in development of M&E tools, data analysis, data quality assessments, and data use.
• Have advanced quantitative skills, including knowledge of statistical programs.
• Have strong organizational skills and ability to pay attention to detail.
• Have an ability to manage diverse activities and meet required deadlines; flexibility to changing situations and priorities desired.
• Demonstrate initiative and ability to work independently and as a member of a team to coordinate and/or lead the efforts to effectively meet M&E needs.
• Excellent interpersonal and communications skills; proven ability to work effectively on teams in a multi-cultural context and the ability to organize, summarize, and rewrite technical information.
• Excellent writing skills and experience with content management systems and social media management tools.
• Basic knowledge of graphic/editorial design and video production software.
• Demonstrated leadership, versatility, and integrity.
• Fluency in English required.
Level of Effort and Location:
This is a short-term consultancy position based in Accra, Ghana with intermittent travel throughout the country.
