National Police Service Commission NPSC Vetting Procedure – Kenya

Vetting Procedure

  • The officers are requested to come and pick the self assessment and wealth declaration forms.
  • The officers fill the form and provide a set of documents as listed by the NPSC.
  • While submitting the self assessment forms, the officers indicate whether they intend to undergo the vetting process.
  • The officers’ names are then sent to the media requesting the public or any other institutions to submit their complaints on the officers, through soft, hard or any other form they may find appropriate.
  • The Commission also seeks information from key institutions like EACC, KRA, PSC, IPOA, KNHRC, HELB, and CRB.
  • The complaints are then compiled and sent to the respective officers to respond and provide any evidence they may have.
  • The officers response is analyzed and investigated by the Commission and during vetting the Commission will seek any clarification they may want from the officer.
  • The officers are then finally invited for an oral interview by the vetting panel and taken through the vetting exercise. The vetting exercise covers the following areas; entry qualifications, professional conduct, integrity record, human rights record, and financial probity.
  • These issues will come from the self assessment form, personal file (employment history/record), income declaration forms, bank statement and from members of the public.
  • During the vetting, the proceedings are recorded verbatim using the Hansard, these are all further analyzed and a score card for each officer is developed.
  • The Commission, using all the information gathered, sits and makes a decision on the officer.
  • The decision is then communicated first t o officer and incase of a removal, reasons are given.
  • The decision is then made public.
  • Those found unfit are given an opportunity to apply for a review of the decision as provided for in the regulations.
